Bandwidth set at 10000 Kbps.

My co-workers, friends and I have extreme high speed internet service(Verizon FIOS) with a connection rate of 35Mbps Up and 35 Mbps down.  Some receive a bandwidth rate of 10000 Kbps when looking at the system info page under options.  I however receive a bandwidth rate of 1325Kbps.   These guys hardly ever lag.  They are not in the DMZ and have no routing issues.   I am directly connected to the router with no routing issue and my xbox is in the DMZ so my NAT is OPEN.  Is the 10000 Kbps a legit value.  If so, how can obtain it.  I mean, my recent speed test was 45Mbps Down and 37 Mbps UP.
