High Kill/Death Ratio but low Win Ratio?????

I consider myself an OK player, I play mostly search and destroy and I usually end up in the top 2 or 3 players every time.
So if I played some team death match I would have a higher kill/death ratio.
Anyway my Kill/Ratio is 1.47 and Win Ratio is 1.30

I have a habit of checking peoples Combat record to see what kind of people I'm up against. Majority of people Kill/death ratio is about 0.8 to 1.2
Then there are the people with similar ratio to myself and then there are the odd people with high ratios 1.7 to 2

Now I have no idea what game modes these people play, some are easier to get kills than others, also the Lag and connection helps.
But one thing I have noticed with alot of the people with high kill/death ratio is that there win ratio is really low, 0.8 to 1.0

Now my question is...... Are these people really that good or do they just leave a game when they are having a bad game?
So basically they are trying to find a room where they can dominate against weaker opposition and move on when they are doing crap.

So is a Kill/Ratio 1.47 with a Win Ration of 1.3 better than someone with Kill/ratio 1.7 and a Win Ration of 0.9?????
