Alright, so we all know that 4 bars indicates a good connection and 1 is bad right? But what about the specific numbers for those? Well here's how it works:
Every bar indicates a different number of milliseconds of ping. 1 millisecond is 1/1000th of a second, and it shows how many milliseconds it takes for anything you do to register
4 bars/Dark green = 0-99 ms ping
3 bars/Light green = 100-199 ms ping
2 bars/Yellow = 200-299 ms ping
1 bar/Red = 300+ ms ping
Now let's put this into a good example. A four bar is great, because it's very low lag and your shots/movement will register very quickly. 100+ milliseconds might not seem that much, but in Black Ops this is a huge difference between what your screen shows and what you do on the server. 200 milliseconds is nearly un-withstandable for me, since it just means that I'll only ever win if I aim in the completely wrong direction or if they're facing the other way.
